Draghi report calls for step change in EU investment

Former ECB chief says bloc should revive securitisation and finish capital markets union to stay competitive

Red tape and the European Union’s (EU) fragmented capital market are the root causes of the bloc’s dearth of investment capital, according to a new report by Mario Draghi.

The former head of the European Central Bank (ECB) believes the EU’s competitiveness is faltering compared with that of the US and China. He says that although the bloc has ambitious spending goals, its financial infrastructure means it is currently unable to meet them.
