The recovery from the recession of 2008-09 is still incomplete and patchy, meaning global economic problems remain the biggest challenge facing the world's policy-makers. Yet not one of the heads of state that matter has a deep understanding of that problem. Leaders such as Barack Obama, Angela Merkel and Nicolas Sarkozy lack any substantial grasp of economics. The only exception is economist Mario Monti, prime minister of Italy - but he will remain preoccupied with getting his domestic reform
